Starting on November 8, 2021, all travelers wishing to cross the US-Mexico border must be fully vaccinated for COVID-19 and must provide appropriate documentation in order to do so. This policy applies to both land ports of entry and ferry terminals. Non-essential travel is not allowed at this time.

The FMM is a multiple-choice questionnaire that gathers information about the traveler, such as their name, nationality, passport number, and the reason for their visit to Mexico. Once the form is completed and submitted, a barcode will be generated that must be presented at the port of entry.
This new system is designed to streamline the immigration process, and to make it easier for travelers to comply with the requirements.
Does the US still require a negative Covid test for entry?
If you are planning to travel to the United States, you will need to show a paper or digital copy of your negative COVID-19 test result to the airline before boarding your flight. You may also be asked to show your test results to public health officials after you arrive in the United States.
There are no entry requirements for US citizens related to COVID-19. A negative COVID-19 test is not required for entry into the United States.
What happens if you don’t have an FMM in Mexico
If you arrive in Mexico as a visitor, you will be given a paper version of the FMM (FECHA MAXIMA DE ENTRADA). This will be marked to show how many days you have been granted to stay as a visitor. If you don’t get a paper version of the FMM, the immigration official will place a stamp in your passport instead, in lieu of the paper FMM.
The Centers for Disease Control and Prevention (CDC) requires all non-citizens seeking to enter the United States by air to show proof of being fully vaccinated against COVID-19 before boarding a flight to the United States from a foreign country. The CDC’s order took effect on January 26, 2021, and applies to all airlines operating flights to the United States from a foreign country.
